This report from the Career and Technical Education (CTE) Research Network Lead team provides final results from an evaluability assessment of CTE programs that feasibly could be evaluated using a rigorous experimental design. Evaluability assessments (also called feasibility studies) are used in education and other fields, such as international development and health care, and seek to determine whether a program or activity can be reliably evaluated. The report provides an overview of CTE and a brief summary of the existing research literature, a description of the method and criteria used to identify CTE sites for further study as well as the characteristics of each site, and a discussion of the factors that can facilitate or hinder causal research in CTE. Finally, the report describes the four CTE programs that the team identified as most immediately viable for causal research. A follow-up report [available in VOCEDplus at TD/TNC 146.353] explores how CTE programs interviewed as part of the evaluability assessment were affected during the [Coronavirus Disease 2019] COVID-19 pandemic.

India has joined a worldwide trend in which nations are seeking to improve the quality of their higher education systems by giving greater autonomy and accountability to lower levels of government (e.g. states) and to the higher education institutions themselves. India's 12th five-year plan, released in December 2012, suggests a range of reforms to higher education to change the role of the national government from 'command and control' to 'steer and evaluate'. One approach that has proven effective in other countries is explicitly linking funding to well-defined quality measures and quality assurance processes. While India's 12th five-year plan discusses the importance of quality improvement and funding, it does not discuss how quality and funding can be linked to support quality improvement under a 'steer and evaluate' approach to governance. In this report, the authors review India's and other countries' efforts to reform their higher education systems and suggest seven policy actions that the Indian national government and other stakeholders can take to improve higher education by linking funding to quality.

In 2013, the University of Texas at Tyler (UTT) began the implementation of the PATSS (Patriots Accessing Technology for Savings and Success) program, an initiative that seeks to increase the use of online technologies for instruction. A portion of a course's classes - a third, half, or two-thirds, depending on the course - is held face-to-face, while the remaining portion is provided online. UTT faculty members who teach PATSS courses are required to attend an extensive training program on how to create effective online material and have access to professional instructional designers to help develop hybrid courses. This research evaluates the implementation of the PATSS program, looking at student academic performance, course evaluations, and cost savings to students, educators, and the university. The authors found that while PATSS had a slightly negative impact on ratings given in student course evaluations, it had no effect on academic performance and provided a monetizable benefit of $80 per student per year. The research itself has already driven improvements to the PATSS program, resulting in clearer and better communication to students, as well as more-refined training for educators. The authors recommend that the PATSS system continue under a more centralized authority and note that faculty would benefit from continued professional development.

This review focuses on how to effectively increase access to and quality in higher education in developing countries. One hundred and seventy-five research papers on the impact of higher education policies and methods of provision on access, quality and gender issues in developing countries, available in English language, were systematically reviewed. The majority of the studies fell into six main categories: affirmative action; cross-border, distance and open education; financial policies/programmes (including cost-sharing policies and student loan programmes); technical and vocational education and training (TVET); and institutional type.

Dual credit (DC) education programs - delivered through partnerships between high schools and colleges and universities - offer high school students the option to take college-level courses that simultaneously award them college and high school credit. In Texas, policymakers, K–12 and college and university administrators, and the public have sought to better understand the extent to which DC education programs boost higher education access and completion. Specifically, these groups are looking for ways to identify whether reforms are needed to maximize the benefits of DC programs and minimize the concerns around them. This report shares findings from Phase I of a two-year study that examines DC programs in Texas. It provides an initial perspective on the accessibility, diversity, quality, and efficiency of DC education programs in Texas. It also proposes areas of DC education to investigate in the second phase of the study.
